You have to check your windows log event, ULS log event, IISRESET, IIS Manager and your web application one by one, and see that if they are working or not. If you find that only the web application is running then that means that the application pool has stopped as well as the installation process.

You have to go to the Internet Information Server (IIS) manager and select the Application Pool you may finds that Share Point Application has stopped working. This includes web applications, central web services such as STS and central administration. To fix the problem you have to select them and right click and select start; the Application Pool would start running. If it do not start then check that the permissions or users have not changed, to change them go to Advanced settings (by right clicking them) and update it with the help of Set button. You also have to make sure that if the web application started with 32 bit ASP.NET application, and by some means got converted or upgraded to SharePoint 2010 web application. In this case you would find that the application pool has the “Enable 32-bit Application” is set as true, which is not compatible with SharePoint. You have to set this property to false and the problem would be solved.
